Over 20 States have legislation restricting partial birth abortion, but I don't know whether that means all late-term abortions are restricted. The other difference among States are some requirements that parents/guardians be notified if minors are seeking abortions . . . and don't some States have a waiting period? And, of course, South Dakota passed legislation recently outlawing just about all abortion.
There are certainly differences among doctors . . . some won't perform them at all, some will perform just about any abortion at any stage of pregnancy for any reason, and everything in between.
Bear in mind there are at times medical reasons for performing late-term (and other) abortions, so restricting them can get tricky. (So we are back to attempting to lessening the demand for abortion, IMHO.)
