The latter is closer to the truth, as it scares off other would be informants or whistle blowers. This is just one of many stories of torture and/or murder. Most people have no idea what is really going on in the world as they are lulled by spin and propoganda.
But more and more info is comming out, which is why tyrannical rule is very close to being instated by utilizing police state measures (featuring FEMA camps which can literally hold millions of mainstream americans guarded by mercenaries...foreign troops).
