Hi:
I do not pre-heat my pad. I believe that it's a matter of personal preference. I prepare my bed with a large towel, have the heating pad already turned on at the bedside, then unfold and lay the pad out onto a large plate (I keep my pad in the refrigerator), add oil to the pre-soaked pad, get my layer of plastic out, then I slap the oil pad on my stomach, cover it with the layer of plastic and hold it there and lay down on the bed and put the heating pad on top of that, and a small towel on top of that to hold in the heat.
There is nothing that I've read, other than personal opinion, that says you have to pre-heat the pad. All that
Edgar Cayce has said is to apply the heating pad and keep it warm with the heating pad – not hot, so that the oil will penetrate the skin or do whatever it's supposed to do. Cayce specifically said to not get it too hot, just warm.
