Have you seen Shindler's List? It is "educational art" [I am too afraid to see it]
There is also so much that is done by art for children to express what they cannot explain.
Those are representations of horrific things - presented as art - so there is a certain correlation.
the acts or feelings themselves? Don't know.[I'd choose no.]
I would consider "love" or "sadness" or "guiddiness" an art in that you can feel them, almost touch them if you close your eyes. I can feel sadness or anger when someone simply walks into my "circle" of consciouness, I can feel embraced just by standing next to my beloved family or friends. Then feel compelled to imbue that into my work. For example, I will go through many color tests before painting a room, because I must feel embraced when I walk into it, or alive or happy - there must be a reaction. And the best part is when others walk in and express having such reactions. And the house must be happy.
Its a difficult question, because we do not want to allow terrible things to touch our spirit. Allow horrendous feeling to be art? difficult thought, since art to me is part of me...

PS: as for your brother dancing: if he's dancing - then it is.[an expression of self?]
[in my book anyway... :) ]
