I don't know much about "real" Rife machines but I can tell you a way to try out the idea very cheaply.
Like you I had very little money to spare and looked around for a budget option; this is what I came up with:
a pc is a very smart piece of kit and should be easily capable of generating a frequency output.
There are various sites that will tell you how to adapt your pc to be a Rife generator ( for use with contact pads, obviously).

which give lots of practical advice.
This is the idea:
1.install frequency generating software on your pc.
2.split the output from your soundcard to a seperate audio amplifier which then becomes your Rife amplifier ( a 3.5mm jack splitter lead is cheap and easy to buy)
3. the loudspeaker output from the amplifier is connected to contact pads which you place on your skin.
4. you run your preprogrammed frequency set having set the volume on the amplifier so that you are just aware of a sensation.
Here's a few more things - some people make their own contact pads, I use TENS pads which are cheaply available on the net.
For frequency generating software you can download a simple program on Jimme Holman's site for free. I prefer to use Timo Esser's "Rife Generator" shareware which I downloaded for $20.
A Google search will give you a variety of sites where you can get it. The advantage is that it can be preprogrammed with sets which are stored as text files and take up v little space on your drive.Oh and remember to set to square wave each time as it defaults to sine wave.
Altogether I put this together for about £30 so at least I can experiment with it. I have successfully "blasted" a verrucca although other problems are more resistant (diagnosis is required).
The drawback is that there is no man/machine feedback (other than what you feel) so treatment is trial and error.
Hopefully, some of the more knowledgable people on this site will recommend a machine which scans you (like the Fscan?),but which is cheap to acquire,in which case I would also be interested.

Regarding safety I haven't noticed any ill effects yet except for some detoxing on the next day.
