Steer, where there is a number of them can suggest the idea of a herd. This could be referring to feelings of being just one of many without anything to distinguish you or set you apart from others.

Steer, when part of a herd, might also simply be
suggesting the idea of "beef". i.e., "meat" or meat eating.

In your mind, there is an emotional aspect of yourself, an aspect that could seem to speak for the Lord, (the someone) that has removed the idea that there is some principle to support meat eating. (removed the legs) Yet God did design steer to stand on legs. You are not doing your body a favour by removing this principle for meat eating. (as the animals also represent the body)

Similarly the principle for existing as "just one of the herd" should also not be removed. {Note there is usually one bull (the male)among the herd (the females) It is the male who should be separating himself from the herd.

I find your dream interesting.
It seems to me that you are looking at a herd of cattle or steer that have no legs. You say "someone had taken them". So the ability to move has been taken away from these animals.

As I understand it, a steer is a castrated male raised for beef. So these animals have been emasculated sexually, but also in their lack of mobility. Ironic that the word "steer" also means to guide or direct the course of a vessel.

Then there's the "herd" element.
Lacking individuality, originality etc. A herd type of mentality.

(With the political climate today, I can see this as a view of a group of people.)

My interpretation would be that some natural, instinctual form of movement or aggressiveness (which can be appropriate in some situations) has gotten undermined.

All of us have the need to be 'bulls' once in awhile for self protection. The opposite - which might also be appropriate for your situation - is that some group of individuals who have been brutishly aggressive are now being better controlled (loss of legs - loss of power - loss of mobility - loss of influence)
