Be sure you use parts and not volume if it is 2 parts comfrey and 3 parts hops, for example, use 2 cups of comfrey and 3 cups of hops and not 2 oz of comfrey and 3 oz of hops. If using smaller measure like a teaspoon, then it would be 2 tsp of comfrey and 3 tsp of hops not 2 oz of comfrey and 3 oz of hops.
Parts is a measurement like cup, bowl, tbs etc-- when doing by volume and not parts then you can use oz but this is not recommended at all. Parts is recommended and as the number of parts of a particular herb increase (like 16 parts of cedar berries, 2 parts of lobelia and 1 part each of lavender and fennel) you would us a lot more of the herb in the formula with cedar berries you are using 16 times more cedar berries than either fennel or lavender and 8 times as much cedar berries than lobelia.
If the herbs are very resinous like pine, use 100 proof vodka if you can get it but for most if you cannot get 100 proof vodka, then 80 proof vodka made from grains is fine --the cheapest is also fine. I buy the large bottle which are about starting here in Ohio at $13.65 a bottle.
I save up to 90% of the cost of the tinctures over buying then ready made and they can last up to 50 to a 100 years and more according to Schulze while dried herbs only last about a year so if you want to make a lot like buy lbs instead of oz of herbs, you know it will last and be good years later. I find generally the alcohol is the biggest expense as the herbs just suck it up.
If one makes individual herbs instead of a formula, then they can then add them together in the right number of parts to make a new formula. For instance, one can make the 2 parts of comfrey and 3 parts of hops mixed together in a container then adding the vodka till they get the right proportion (like 50 % herbs and 50% vodka when the herbs settle tot he bottom) or they can make a big tincture of hops and a big tincture of comfrey and then mix 2 parts of comfrey already made and 3 parts of hops all ready made into a container and mix like putting 2 cincture bottle of comfrey and 3 tincture bottle of hops into a big jar which would then still leave them some plain hops tincture and plain comfrey tincture in the original bottle that could be used to make another different tincture like 1 part hops and 1 part lavender or 2 part comfrey and two parts horsetail for instance for a mix and match thing.
Although it can still work with conventional herbs for best results use only organic or wildcrafted herbs as these contain 7 to 10 times more of the phytochemicals that prevent and cure disease

but you just add one part of this and two parts of this till the bowl is full and then add the vodka.
Put it in the jar and let it sit.I use 50% herbs and 50% vodka or for stronger ones 75% herbs and 25% vodka also look at the jar and see is there 25 to 50% liquid floating on top of the herbs which settle to the bottom..if not add more herbs or vodka to get that mix..if not enough herbs then add more to get it either 25 or 50% whichever you are doing and if it is all herbs and they are dry and not enough vodka liquid is on top (that is 25 to 50%) then add more vodka..the vodka often soaks up a lot of herbs and tens to cost more than the herbs.

As far as parts follow the recipe..you can make as much or little as you want..for measuring device can be tsp, tbs, tea cup, cup, bowl or pan so in the recipe I gave above for example use 2 tsp of comfrey and 3 tsp of hops in a bowl or jar and mix then add the proper amount of vodka to get the settled mix to be the right proportion you want like 25% vodka and 75% herbs for a stronger one or 50-50 if that is what you want.
If using a pan then it would be 2 pans or comfrey and three pans of hops and then mix and add the right mix of menstrum (vodka, apple cider etc) and then keep in dark place shaking often for at least 2 weeks I often just leave mine soaking taking some to add to tincture bottle as needed to strengthen it.
