OH JEEEZ. DON'T DO IT.
This is a disaster in the making. He doesn't speak your language, grinding down
Amalgam will expose you to high levels of mercury, there is no such thing as "non-mercury amalgam", you want the mercury OUT not "encapsulated", he probably will not follow any protocols to protect you from the mercury fumes and bits from grinding it out.
Any mercury-aware dentist worth a pile of salt would refuse to "encapsulate"
Amalgam or to grind it out. You need to remove it, and properly.
It will be cheaper in the long run to save up money and plan this out so you can have it done right by a competent dentist. Do you know what they will be replacing the
Amalgams with? Bisphenol-a composites? Direct or indirect composites? Gold alloy? Ceramic?
If you don't have the money or time to do it right the first time how are you going to have the money and time to do it over a second time? If you do this you will likely spend a lot more money trying to fix the damage he did to you.
