According to Olree boron are the calcium helper and for the metabolism of magnesium, calcium and phosphorus.
Also from Olree; aluminium inhibits boron,with one aluminium molecule knocking out three boron molecules.
These are clues, I believe, to why boron work so well, but of course; this is not rocket science.

There have been some research on boron-fluoride; where Hakala is mentioned. Unfortunately the links to the studies doesnt work. So I dont know.

The wiki text is clear that Borax is nearly all Boric Acid, he should have known that..

The text also says that AFTER reacting we get ~11% boron. Now in my posts I have pointed out that this is not a very good form of Boron. This is however not as important as understanding that Borax is Boric Acid so it tends to react faster with ionizing radiation then anything else.
Pure BOric Acid is used to stop the reaction of nuclear rods to make it possible to transport the stuff safely.

BORON TOXICITY
Doses up to 18 mg of boron daily appear to be safe for adults even if taken for prolonged periods of time. This is double the dose of even the most liberal amounts suggested by advocates of boron use. There is also no evidence to suggest that boron is either carcinogenic or mutagenic.

In 1904, human volunteers consuming greater than 500 mg of boric acid daily (this is equivalent to about 180 mg of elemental boron) showed symptoms of poor appetite and digestive problems. Symptoms of acute toxicity typically include nausea, diarrhea and abdominal cramps.
