You've got the correct directions for the Herbal Blitz.
As Telly said, I do mix it up and chug it down all at once because I know it works that way for me but I wasn't sure if that would be effective for everyone because Dr. Schulze said to mix them with 32oz. of juice or water and sip it all day. I asked Uny why she thought it was necessary to mix it with 32oz. of liquid and sip it all day and she said that when a body is compromised its probably better to sip it throughout the day because our body can only utilize so much at one time therefore sipping on it is best. Also, slamming 2oz. of Vodka at one time isn't good for a compromised liver for sure.
I don't see any reason why you couldn't take it by the dropperful throughout the day without water or juice but I'd mix it up and put it in a glass so you'll know you've taken it all at the end of the day. If you decide to mix it with juice, you can use any kind of juice you want.
I don't know if you've seen the Herbal Snuff video or not but its a hoot to watch if you haven't and it is great for nasal and sinus problems and I'm sure for congestion too.

If you discern that one dose of the Blitz isn't enough, do another one, taking enough is always key.

'Just wanna clarify, that I don't know "for sure" how much the body can utilize at one time. I know the way Dr. Schulze suggested to utilize Echinacea with the SuperTonic (mixed with 32oz and sipped throughout the day), and I also know there are times when he's suggested a lot more Echinacea 'at one time' than that. I also know that I mix mine with 16oz (1/2 water 1/2 apple cider) and chug it in 3 separate "doses" (sometimes only a couple of hours apart)...and of course, Willowley takes hers all at once. It works well for her her way, it works well for me my way, and it' obviously worked for Schulzes patients his way.
There's no doubt, with Echinacea we're NOT dealing with an herb where 'too much' is an issue (within reason,of course...as with anything else). In fact, I recently found this:

180 drops is six droppersful (1 1/2 teaspoons), and we don't know how many doses daily were used...but we can see that 3 droppersful were not effective.
Bottom line (particularly with Echinacea) - we HAVE to take ENOUGH!!!
