Nikola Tesla is the one who invented an "earthquake machine" and by now, the technology is probably 100 times more advanced. HAARP has gotten a very bad reputation internationally, but it seems as though the technology is also irresistable as a weapon. During the last olympics, the local news in New York showed that the Chinese were firing canons to modify the weather during the games.
