The points are many:

- Testing on marine life to see it's effects before it is unleashed on wider population. Such tests were already done in Hawaii back in the 70s, you can easily find them on the net.

- To confuse people into thinking that they would never "waste" their resources on empty space... therefore it must be something else, something "benign".

- Because most who are involved with it don't have a clue as to what is really going on, so to keep them happy, other areas are sprayed, otherwise it would be too obvious that they are really only after populated areas.

- There may be also other programs going on, which do something else. For instance there are chemicals which never leave the environment once placed there, and always go with water, so once in the ocean, they do end up in our food, drinking water and so on. One such example is a group of chemicals known as PCBs.

- Because of currents, spraying directly above the target area usually does not produce results they are after. It is well known for instance that pollution and sand from China ends up on the west coast of North America which is thousands of miles away.
