I have never measured it in ounces - I usually put 3 or 4 hand fulls of cut comfrey leaf or root, or BF&C into a cloth - then I pull the sides of the cloth up and rubberband the top together. If you are using a regular bathtub - then I would hold the bag of herbs under the running water as the tub fills up, so the water is running through the herb. When the tub is full, I put the ball of herbs in the tub to float and continue to steep into the water. If you are using a jetted tub, then I would put the ball of herbs into the water and turn the jets on which will steep the tea out into the water.
I'm not sure how old of a boy you are talking about, but if he is old enough to take capsules (8 - 12?), I would be doing more than 6/day - probably 4 or 5 every hour or two while awake. Also check the ingredients in your capsules - if there is no comfrey in it, I would add some comfrey tea to the regime. Also, I would not immobolize the knee - you are dealing with a joint, so if you immobolize it completely, you will cause it to become stiff and hard for him to move, which means when you are finished - you will have to do alot of physical therapy to break up the adhesions and get it moving again. It is OK to wrap it when you have a fomentation on it or when it is packed with ointment, but don't worry about letting him move it in the tub or when you unwrap it.
