How about coupling that with a basic English proficiency test? Nothing elaborate.
If they have a high enough IQ and pass the English test (and no criminal record), legalize them.
If they can't pass the English test but have a high IQ, they can have a provisional period of 1 or 2 years (experts determine a fair period), during which time they can study English and retake the test.- Re: Solution to the Illegal Alien Cr... chris10

This is a reply to # 1,211,410I never said that people with lower IQs couldn't speak English.
I was saying that, in addition to the initial suggestion of allowing illegal immigrants of a certain IQ become citizens, we add to it a stipulation that there must also be a certain level of English familiarity.

MoreThis is a reply to # 1,211,734In the 60's America brought in immigrants ,mostly from Europe who had degrees in the sciences to help our high tech industries and space program.
But the desire for slave labor amongst the business community resulted in the laws being changed to bring in anyone.
