Among the students involved in the event and discussion you describe...you now have an understanding none can ignore.
Never again could that situation repeat itself without everyone having a little smile, first, no matter what happens next.
You HAVE effectively reached those students, and probably many more.
More than that, you could take your post, above, to any meeting of educators and start a lively discussion. I think, at the very least, you would get pats on the back for your wisdom.
Teachers who don't act, walk away only because they don't know what to do.
They are, essentially, asking the same questions you are asking here.
I'm not a teacher, officially, but I've been around kids, and was one, once, myself.
I think you are missing that you already ARE effective...and maybe know it deep in your heart...and need a place to talk about it with your peers.
The answer is to play each situation by ear, based only on your good intentions and understanding of the 'rules', the code of the school system.
Perhaps some teachers, more than any others in society, are hitting the nail squarely on the head...right on.
Can you gather your posts, and any other writings you have, and share them with a Saturday/Sunday Noon Lunch group?
Or, with neighborhood parents, or your best friends?
Join an authors' association. They'll be amazed at the book of your life and experiences and questions you are writing...some will help you. All will cheer at your publishing success. ...Even if you self-publish in tiny installments.

You are at exactly the right spot, for the whole world...we all want to know what to do, except that you are coming up with solutions...ones that are not written in books.
They should be.
