I don't quite understand...unless this is a drug, it does not fall under the jurisdiction of the FDA (right now at least, thanks to DSHEA). Unless this scar protocol is going to be evaluated by the FDA for drug approval status, then the FDA can't prohibit you from offering this to anyone. This is why dietary supplements do not currently fall under the juridiction of the FDA, much to their chagrin. The only thing the FDA prohibits you from doing is making medical claims with this composition, but certainly does not prohibit you from offering information about the protocol. There is still something called freedom of speech in this country, as represented by this wonderful website. They haven't taken that freedom away from us yet. So, unless your planning on marketing this treatment as a drug (making claims, etc), the FDA does not prohibit you from doing anything.
I appreciate your concerns with the safety of this scar composition. Are you almost through with your personal testing phase? About how long do you think it will be before you are ready to possibly put this information out there for those of us with facial scars? Every day is pretty tough for me to get through. I would be overjoyed if this were available soon.
If money is not a motivating factor, then maybe compassion will be.
