Can you substitute cayenne tincture for the cayenne powder?

Dr. Schultze's powder is advertised as being stronger than the tincture. The labels state the same intensity. by #63603 17 year
I have only used Dr Schulze cayenne pepper products. They have advertised the powder is stronger than the tincture. The powder was 275,000 heating units (see: http://www.herbdoc.com/store/Scripts/prodList.asp?idCategory=5&h=1); but upon looking at my bottled labels, they both state 250,000 heating units. From my personal experience the powder is stronger.
