 Well let me say this about that...  This is used as an idiomatic expression...  Being raised down South (Dixie) we use the term "How are ya' goin' a act?" As a general question, similar to the statement " What are you going to do with this information or in this situation? "  It more a question of a conditional nature...  It is not really a put down or some authoritarian statement...

 As far as this being an externalized question; I see it and take it as a general  over view to the associated statement which it follows...  So what is the problem in using an "idiomatic expression; it some times helps others get a better understanding of a situation or statement...

 Maybe I should stop by some of your blogs to understand your position better...
