I am not sure I understand exactly the question, but I will try to give some specifics on how I have used Dr. Shulze Eyebright formula. If you are making the extract or tincture, you are using the same general formula for these type of herbs, which is vodka and herbs like Goldenseal root, Rue and Mullein Flower, Fennel, Red Raspberry leaf & Cayenne. When this extract or tincture is made with vodka, covering the herbs or mash in the jar you are using with 1/4 of the volume being vodka over the top,,,or covering it/topping it off about an inch if it's an average sized mix/mash,,,over the mash/mix.

As for use,,, you get an eye wash cup, which is essential for this use, and fill it full of preferably pure or distilled water, and add a few drops of the Eyebright Formula Tincture.... building or moving up to 5-10 drops per eyewash, later.... holding it for up to five minutes, moving the eye around open, as you hold the eye wash cup and eyebright tincture up to the eye,,, looking up toward the sky/ceiling....

The Incurables or Save Your Life manual talks about being able to use this eyewash formula 5-6 times a day, being able to wash out both eyes TWICE or two times in five minutes,,, if you want to do it the maximum.

As for using the tea version, this is possible, but it was mentioned that many using the tea method are only going 2-3 eyewashes a day... perhaps due to the extra time and work involved in preparations... so this is why it is preferrable to make the alcohol extract for the eyewash, but... not absolute, or the only way ;)

As for how much water? I assume you are speaking of the tea? The above given formula is equal parts of all the herbs given, except starting out with 1/8 of the cayenne, moving on up to 2, to 3, to 4 parts if you wish...

I don't know if that is what you were asking, but I hope that helps. It seems that with the alcohol extract it is simply more efficient, and enables the average person to do this eyewash many more times per day, each eye twice in five minutes, 5-6 times per day.
