I am a teacher at The National Heirloom Exposition. I am familiar with the Petaluma Seed Bank but did not know about Seed Libraries in Public Libraries. Darr said she believes the library system’s proximity to Harrisburg, as well as media coverage of the seed library, prompted the Department of Agriculture to act in this case.
She said the department indicated to her that it would continue to crack down on seed libraries that have established themselves in the state.
Some of the commissioners questioned whether that was the best use of the department’s time and money, but commissioner Barbara Cross noted that such seed libraries on a large scale could very well pose a danger.
“Agri-terrorism is a very, very real scenario,” she said. “Protecting and maintaining the food sources of America is an overwhelming challenge ... so you’ve got agri-tourism on one side and agri-terrorism on the other.”
Cross said it made sense that the department would want to tackle the issue now while the efforts were small.
Though the seed library is no longer an option, Darr said the department has left it open to the library to host “seed swap” days where private individuals can meet and exchange seeds. As long as the library system itself is not accepting seeds as donations, Darr said such an event would meet the requirements of the act.

AGRI-TERRORISM POTENTIAL OF THIS SEED LIBRARY, OR A SEED LIBRARIES IN GENERAL?
The reference to Agri-Terrorism was introduced into the conversation about the Seed Library at the Joseph T. Simpson Public Library by a local commissioner of Cumberland County Commissioners meeting. This quote was picked up by Naomi Creason, City Editor of the Carliste Sentinel who attended the meeting.
The first use of the words Agri-Terrorism in reference to this seed library entered the media through this article and incited some of the internet stories that went viral.
This comment was attributed to Commissioner Barbara Cross. She retired from the U.S. Marine Corps Reserves after 25 years of service with the rank of Lieutenant Colonel and was re-called to Active Duty from 2004-2006 to support the Global War on Terrorism.

Barbara Cross, Chairman, was elected to the Board in November 2011 and is currently serving her second term in office. She was initially appointed to the Board by the Ninth Judicial District, Cumberland County Court of Common Pleas on May 5, 2008, to fill an unexpired term. Commissioner Cross is a U.S. Marine Corps Veteran. She retired from the U.S. Marine Corps Reserves after 25 years of service with the rank of Lieutenant Colonel and was re-called to Active Duty from 2004-2006 to support the Global War on Terrorism. Lt. Col. Cross's extensive military background includes logistics, budgeting, and intelligence. She is a life member of the Marine Corps League and the Women Marine's Association. Commissioner Cross served on Governor Corbett's transition team for Veteran's Affairs and serves on U.S. Senator Patrick Toomey's Military Academy Screening Committee.
In May 2012, Commissioner Cross was appointed by Governor Corbett to serve as a member of the Pennsylvania Commission for Women. Currently, she also serves on the Board of Directors of the United Way Capital Region, Chatham University Alumni Board, and Carlisle Regional Hospital's Bio-Medical Ethics Committee. In her role as a Commissioner liaison, Commissioner Cross is a member of the Cumberland County Cooperative Extension Board, Cumberland County Conservation District, Cumberland-Perry Drug & Alcohol Commission, and Victim Witness Policy Board. An active member of the County Commissioners Association of Pennsylvania (CCAP), Commissioner Cross serves as the Chair of the Governance Committee and also serves on the Military & Veterans Committee.
Commissioner Cross is a graduate of Chatham College for Women, Chatham University in Pittsburgh and received a Master of Science degree from Shippensburg University. She and her husband reside on a small farm in West Pennsboro Township where she served as a member of the West Pennsboro Township Planning Commission and was past Vice-Chairman of the Zoning Hearing Board.

CONCERNS OF THE PENN STATE DEPT OF AG RGARDING YHE JOSEPH T. SIMPSON SEED LIBRARY
II want to credit the Penn State Dept of Ag for introducing me and many others to the idea of Seed Libraries. Had they not visited the public Library to interfere with their Seed Library development and give their perspectives and protocols, I would not have taken up this issue.
