In the present world we find many who choose to use a so called "Zero Tolerance Policy" which removes the responsibility of choice from those closest to the situation(s)!
A zero tolerance policy turns into a zero judgment!
When actually these cases should be considered on a case by case discernment!
The local authority should be able to judge each case on it's merits and not on some ridged set of rules or abstract laws!
