Is that legal? And how would anyone know?

I go on and on about my hypoglycemia, it's sounding like the record's stuck and I apologise but it's such an issue for me!

I need my home made bread and so milk to make it with. Today I bought oat milk and it says it's made from pure oats. I stupidly forgot to look at the Sugar content; well you know, pure oats and the ingredients say:

oat base (water, oats 10%), Sea Salt , organic.

Yet it has 4g sugar. That's the same as the rice dream. I eat oats for breakfast so please tell me is it any different using rice dream or oat milk from eating oats and rice really?
