In many instances yes - it is one of nature's greatest and safest pathogen destroyers.  Which is why NASA uses silver to purify the astronauts drinking water.

BTW, no level of superior colloidal silver is really unsafe as far as I know.  It might cause a bit of the runs though.  I have seen people drink an entire bottle in one or two days when fighting off colds and other bugs.

If it were me, I would not give your woggie doggie a whole bottle at a time though.
