This is the only part that they should really explain a little further. I appears that Iodine liberates these metals from tissue and this may include complex bonds of metals and halogens. But it leaves them in the blood stream waiting to be remove via normal pathways.

And is exactly this that IMO causes a good chunk of the problems with Iodine doses.
