Perusing, you have some good ideas. Believe me, I have a "free willy" scenario going on in my mind. I've read my county laws, and it's against the law. I wouldn't do well in jail, but this is killing me. My husband has ideas, too...
The husband claims the dog is the wife's. I talked with her, and she said they're for security only, because someone tried to break into their house. They're gone all day. She told me the first day I met her that she doesn't like dogs. She told me later, that she likes them better now, because they're protecting her property. But I never see anyone petting them, or checking on them, to see how they are. And the one in question is definitely the least favorite.
She doesn't bark at passersby, because she's in the back of the yard, and there's no house behind them. She only barks occasionally, if the other dog barks, but not usually. We have coyotes around, and I'm afraid one of them will attack her.
We've talked with them maybe 10 times about the dogs. Yes, the dogs are outside 24/7. I haven't seen him beating them, but he neglects them horribly, especially this one. It's past the point of talking it out. I do have a friend who is an animal advocate (privately), and would most likely help me find a home for her. She would even help me steal her, but I don't want to get her into trouble. I think she's already in trouble for doing it. She has about 20 animals now.
I mentioned a security system to the wife, and she said she didn't have any money. We don't have any extra money, but you do bring up a good point. Maybe I can think of some bargaining, based upon your suggestion.
