You can buy an epilator for $50-$90. I have had mine for years and no longer need to use it. I am very fair and when shaving (I used to shave everything, like a chihuahua), sometimes had a shadow under the skin. Epilating is sore at first, but as you do it more often, gets easier - eventually, you can throw it out as hair gets sparser.
