1 oz of the 5% will be able to be sold, 1 per transaction at a time.
The 5% in the 16 oz size( and larger or smaller) will be able to be be sold by a DEA registered entity providing sufficient identification is obtained. So unless one is a DEA enity (doctor, lawyer, indian chief), distributing anything larger than 1 oz in the 5% concentration will not be possible and then only 1 per sale. Unlimted sales in the 2% concentration will be allowed in any size.
