Voting itself operates much like a hotwater popoff valve. It serves no function outside of releaving common discontent - instead of the alternative. For the most part voting has very little relation to the laws. Money changes hands and laws are excreted like so much waste out of the backside of a cow. When the discontent becomes too great, only then do the voters get listened to.
