I think it may be a combination of heredity and types of foods eaten. If you eat a mostly raw vegan type diet then you will lose the fat in the face. You can also resort to plastic surgery for what they call buccal liposuction. Look up this form of liposuction on the net, it makes for very interesting reading and you can see before and after photos too.
