It's beyond chapped lips... Imagine if your lips were really chapped to the point that they cracked a little, maybe bled, and skin patches peeled off. Instead of healing, they just keep on scaling up and peeling off. To the point that the skin underneath is a different color and texture than the rest of your lip.

Some people seem to have a condition arising from chronic lip biting or picking that presents a little differently. Chronic chapped lips could well be related to dehydration and humidity levels (you could try a cool air humidifier at home). You could also try putting a moisturizer on your lips, letting it soak in, then topping it with vaseline to "seal it".
