well i cant speak for everyone on here but most of us have a thin layer of skin that grows constantly no matter what you try it doesnt stop regrowing. this happens every few days for me, it is mainly my bottom lip that does it and only a little bit in the center of my top lip sometimes. i used to get chapped lips but where this is different is when your lips are dry they are chapped but the skin doesnt come off.
