You might be interested in reading the Iodine support forum. I have not seen peeling lips mentioned there, but you might find info about supplemententing iodine, since you also need selenium and vitamin C (sodium ascorbate).
The forum is only 3 months old so people are mainly experimenting but in the R posts you can find a lot of info.
