This may not be the appropriate forum for this question, but does your wife lift any weights (free weights/machine)? Is the cellulite on the back of her thighs? Doing hamstring curls will develop her hamstrings and tighten the back of her legs. Squats (with/without weights) are great for the glute muscles. Quad exercises (as well as running/walking at incline will help.
