There are lists of each member of the HOR/USS by state. You can make envelopes and send to:

The Hon. XYZ ABC
U.S. House of Representatives
Washington, DC 20515

The Hon. XYZ ABC
U.S. Senate
Washington, DC 20510

Do not put a building/room number on the envelope. This can cause a delay or confusion.

Another option is to go to your local reps' home pages and look at their district office address and send your letter there.

Another powerful thing to do is to go to house.gov or senate.gov and look at the committees and contact committee members.

You really get a bigger bang for your buck if you write to committee members and their committee staffs about an issue. At a congressional office, much of the staff's day-to-day work has to do with big stuff, helping constituents, etc. the real nitty-gritty of making decisions, working on bills, and pushing legislation through the process is done at the committee level. senior committee staff are often paid more than representatives and senators because of their expertise in working with legislation!
