arsenic and mercury are two different animals. arsenic in fish and kelp appears in the from of arsenobetaine and arsenocholine, which is quickly eliminated in the urine.

mercury is a different story and will accumulate in the body over time. it is not easily released. therefore it is much more toxic.

the exact whys and hows of this i cannot answer.
