The army had badges back in vietnaum erra that the person used to detect to see if they were getting hit with micro wave guns, I am not sure if the theroy was that these badges would absorb the micro wave or just tell you that in a few seconds you would turn into a crispy black statue like they have done in Iraq.

YES, I would say the necklesses are definety for the sucker who is born every minute.
