I feel you are right. There is God's Soveriegn Divine will and God's Permissive will because man insists on his own way- so God permits him (even though that way ends in destruction).

This whole War thing is His Permissive will- and he did not give the orders for it or any War. I wish man would one day actually LEARN from past mistakes!
