The zapperplans.com website states that for this nominal price they only manufacture a batch at non-frequent intervals.

They seem like earnest people and their offer of a very cheap zapper delivered when they get around to making it seems fair enough.

If you are in a hurry however, you might look elsewhere.
I ordered on August 22 of this year and paid through PayPal and am still waiting.
