FLexion?distraction is a full spine technique. It is does have good effect on the low back though. When you refer to 10 weeks, do you mean 10 weeks since your visit to the chiro when you started having problems? I am suspecting that your dural adhesions are the cause of your pain when you bend forward to touch your toes. X-rays were taken of your spine correct? If so, do you remember what the curve of your neck looked like?
