i believe it means to add 2 teaspoons each of ginger and Sugar to the cup of water each day for three day.

so, day one is the day you make the initial batch (1 cup waer + 2 teaspoon each ginger and sugar), then day two add two teaspoons of ginger and sugar, then day three two more teaspoons of each. thats how i understood it anyway. gonna try it?
