What is your definition of "Vegetarian" - In India vegetarians will still eat cheese, eggs (and even chicken at times)...
It could very well be that you are reading the 'English Ingredients' rather than the actual Hindi.
I've noticed on many pre-packaged asian foods that the English is suspect....
Particularly Korean 'Vegetarian Food' which generally has Beef and/or pork.
As for the "Dots" I haven't found any good English yet to help you as to the specifics....however there is this:
