No the report is a fraud.  All it says is that a "sample"  what sample , who acquired it.
And the name Hugh Miller.

It is the name of a 19th century creationist.   The whole thing smells of scam

If the samples were genuine, the most reasonable explanation is experimental error,  since we know for certain that those dates cannot be accurate.
