Our new kitten was very playful and loved to lie in wait whenever he heard another cat scratching around in the litter box, then jumping out to scare them when they exited the box. All our other cats were elderly then and most just ignored him. But one cat was unnerved totally and began peeing on the carpet all over, just to avoid the litter box and being cornered and harassed by the little guy.
We started putting her in her own room at night with food, water and litter box of her own. At first she thought she was being punished, but soon understood the advantages and would often lead us to the room in the evening, she was so eager to have solace.
I began noticing WHEN she liked to pee and walked her to the room with the litter box, let her in alone, then closed the door while she did her business. Pretty soon she would come and get me when she had to go! (She was such a smarty!) I guess not everyone has the extra room or can be in constant tune with their cat's bathroom habits, but it worked for us. Maybe you can tailor a plan of your own to make the cat more comfortable. But certainly it sounds like the one dog is making life miserable for everybody. Please try some training asap or find someone who has the time and inclination. Good luck!
