Could that problem be associated with the toxins in the body that your cat is trying to be expelled thru the skin/hair and your cat feels the urge to overgroom to get rid of those toxins? One thing to check if you use harmful chemicals in the household cleaners that you use to clean your carpets or hardwood floors/windows/tables/countertops etc where she might be taking the toxins into the paws and your cat is licking it off.

Try to find a book called "The New Natural Cat" by Anitra Frazier. A very good book that explains everything in layman terms not in veterinary terms.
