What I've done in the past for starting finicky tree seedlings, and growing indoor plants that were prone to critters, was to place an aquarium aerator in the tray. Also increases fertilizer uptake, THUS less chemicals needed.

works wonders.

The other idea would be that concentrated HP would release some ozone into the soil, thus this would explain partly why some of the electronic sprouting gadgets work well.
