I agree with the other post that this sounds like submission: What to do?....

But make sure that any urine done in the house is cleaned up right away & is neutralized (cider vinegar or enzymes). Dogs mark their territory.

Hopefully you catch him in the act so that 'discipline' will work.

Stress can also be a factor. Good old Vitamin B.
