You need the whole grain/seed for soaking to activate the enzymatic concersion/sprouting process. The enzyme of the germ need the carbs of the endosperm to convert to sugars/aminos.
Soaking Wheat Germ will give you a goo of Wheat Germ - I suppose you could try adding germ to the soaking grains, but not really worth it.
