Sounds like a great idea, but requiring an astronimical budget. I'll be happy to pledge all my wordly assets - a '86 Toyota pickup.
Perhaps you should take your suggestion to the United Nations, or more locally to Ted Turner in the form of a national HEALTH CHANNEL.
