Flower essences are patterns, that when applied to the energy field help restore balance. You can't culture a pattern per se, it has to just "be there." :)

People who connect with Nature to create essences get information from the Nature Intelligences who know all about form, pattern and using Nature to heal, and they always start from scratch - the real deal - the flower or veggie. The most I would do with an FE to make it last longer is put some in a glass of water for multiple sips, if I needed multiple doses.
