Hi

My son had eczema like that on his feet and back of the knees his was due to climate changes. I use a ointment from skin-e-care. it works really well.

It sounds like you have tried almost everything that I know of so you can go to the web site and look at it and see if the ointment may help your daughter at all. I want to be more help but god bless
